    Belts are not easy to come by. The titles are all tied up and an easy fight would be fighting Ward who has not fought for over a year +

    I don't think any of the promoters of the guys you mentioned think Ward is an easy fight. There are much easier options for them to win a belt. For both the promoter and the fighter, as far as making money goes -- which is what they're doing what they're doing for -- fighting somebody else or for a vacant belt and then defending it against anybody but Ward is the way to go.
