How is it possible to win a 147 title belt below the welterweight limit?

I am a healthy fan of Pac. But I know this is going to rile up the Pac fanatics against me. But lets be honest and actually not ignore the facts when it comes to Pac this time. This was just a ploy to make history by way of 7 division titles. This conformed to Pac just like one of his so called belts is actually the Ring Magazine belt. At featherweight, JMM was the world champion and they fought to a draw so JMM remained the champion. Pac was never a featherweight champion! It was JMM. But because the Ring Magazine, yeah a magazine champ, labeled Pac their champ this somehow counts as a divisional champ and sets it possible to make history. One of the 7 divisional belts of Pac's came by way of catchweight and one came by way of magazine. Like I said I am a Pac fan but I do not suppress the truth(and risk becoming a Pactard). But I have been involved with boxing since I was 5 thats why I keep defending it but the phoniness that comes with boxing is worse than any other sport.
