That could be the case yes....in the case of Eric Garner it most certainly WAS how things were and what does Mayor DeBlasio do? He fucking blames the cops who were doing HIS bidding.
This COULD be just another case of police brutality, it COULD be due to the Mayor or elected official, it COULD be something else entirely....all I know is I don't much like it. I don't want people beaten like that for fucking jaywalking....at the same time, if an officer is asking me something/ordering me to do something I'll more than likely comply. If that officer gets an attitude with me, then I could very easily see myself in the place of the man stopped for jaywalking and I don't reckon I would like that all too well.
We've got a corrupt police force where I live, however we do have a mighty fine Sheriff (an elected official by the way). A county over they used to have a jackbooted thug of a Sheriff, he even had his deputies on steroids (no fucking lie, honest to God)!
@Gandalf it is not up to you or the public to "adjudicate-on-the-spot" if they are doing anything wrong or not and then therefore give themselves the right to not comply with an officer's demands. He or she is a public servant not an authority that can make unreasonable demands of a citizen. The cop cites him for jaywalking, you gotta go with the cop there, he knows the ordinances, whereas ordinary citizens do not know the ordinances. I believe him if he wants to enforce the jaywalking law at that time well oh fucking well HELL there aint much a WANNABE WEEKEND WARRIOR can do about it. Its the luck of the draw. I seen countless go thru a particular red light with no consequences but one day BOOM a cop will be there and decide WELL HELL that fucker just went thru a red light so BOOM, TICKET, SUMMONS, COURT DATE, you are not the fucking judge & jury mate, the cop is the LAW ENFORCER, not the sheep shagging cocksucking citizen, who knows FUCK ALL about ordinances and violations.

I never said I or the citizen was judge and jury, that is a position you have backed yourself into. You think you are the expert on everything. How many case files have you had to prepare? How many exhibits have you had to request? How many judges bundles have you had to check? How many courtrooms have you had to serve? How many police have you had to deal with on a daily basis? Way too full of yourself and assuming things of others whom you know nothing about.
For the most cops won't bother u in the us if you are doing nothing wrong. They interact with less than one percent of the population. I do think they have been way too much power. The Supreme Court has sided with these government lawyers far to often
