But Bradley has been fighting at the 140 lb weight division. Manny would be critized for asking Bradley to go up in weight. Give me another worthy opponent. And Margarito does not deserve to have his license back this early.
Then it isn't truly "random" is it?

If I tell you to pick a number between 5 and 15, can it be considered random? Random means with no order or plan.

& taking a test after the fight is a complete joke. The test is meant to prevent the cheater from stepping into the ring & potentially injuring someone.
But that is already above and beyond what is required by the Nevada Boxing Commission. Maybe if Floyd insisted on the blood test up until the fight, Manny might have agreed to a 14 days but we wouldn't know, would we? Maybe it's because Manny did not want to give in to Floyd's demand since he had no authority to dictate a new regulation. There are a lot of 'maybes' so I give Manny the benefit of the doubt in the absence of any credible evidence that he is using PEDs.
But that is what happened. Mayweather originally wanted up to the date of the fight & Pacquiao wanted 30 days. Mayweather spit the difference & compromised right in the middle, 14 days. Pacquiao was only willing to budge 6 days. From 30 to 24.

But I agree. The fact that Pacquiao's reaction was suspicious proves nothing. But it does prove he reacted suspicious to a very serious accusation. In the end he alone looks bad. The general public perception of him is unfavorable because of his suspicious reaction. These days being on PEDs & steroids is worse than anything else in the world of sports. Even those who are simply accused are picked apart by the media. Why did Pacquiao think any different would happen to him? He made his bed & he has to lay in it.

Also, I agree it's above what the commission wants, but as I understand both fighters had the right to make any demand they wanted. Pacquiao made that outlandish weight penalty demand & Mayweather made the random blood testing demand. Whether either demand was warranted or not is neither nere nor there. It's a demand. If Mayweather demanded 30 cases of ice cream bars in his dressing room on fight night, he had the right to at least ask for it even tho it's foolish. Thats the whole point of being able to make demands.
